Almost, yes. The backend support should go to common/ or lib/ and get
its own (invisible) Kconfig symbol which is then selected by the command.
So:

lib/ or common/:

config XYZMODEM
	bool

command/:

config CMD_XYZMODEM
	bool "bla"
	select XYZMODEM
	help
	  ...
