First patch could be adding include/linux/ioport.h. Then you can add users for the resources, like for example some drivers you care of, just enough to see how resources can be used. When we agree on this we can convert the bulk of the drivers step by step. Getting rid of dev->map_base would be the last step, but shouldn't be done in such a huge patch.
