Arm Kconfig reorganisation

Hi,

	Currently the arm select first the board which will select the arch

	This patch series will invert it and then first choice the arch
	to filter the possible soc and boards and allow each arch to implement
	it based on their own need

	this would also move ARCH_TEXT_BASE and BOARDINFO to mach Kconfig
