It looks like your system bombed during a lengthy install or upgrade,
at the point where it was configuring pdns-recursor.  This may have
been a long time ago or recently.

It seems strange to me that you just installed apt but the first
item in "dpkg -C" tells you that apt is only half-installed.

The empty result from "dpkg -V libapt-pkg6.0:amd64" is good - it
means there were no problems with that package.

Please try "ldconfig" and then "dpkg --configure -a".  If these don't
fix things you're probably going to have to re-install because we
can't work with a dpkg that says it successfully installed apt when
it didn't.
