Well, as I had not got a response yet, I thought I might test the waters and attempt to install apt_2.6.1devuan1_amd64. It required a dependency, libc-bin_2.36-9+deb12u7_amd64, so I found and installed that, too. I figured, hell, it's been awhile since I really messed up my system and had to rebuild, and I already have a mess now. But installing these didn't make any change.
