I installed crystalcursor on debian and tested a few mouse pointer theme. They all seems to work fine, even for moving and resizing windows. Not sure why you see something different on your system, but the fact that it was working fine in 15.2 is probably a clue to some local reasons with 15.4.

Crystalcursor is a standard package, not TDE-specific. There is no reason nor benefit to make it a TDE package, since it does not depends on TQt or TDE stuff. It can already be used as is AFAICT. Correct me if I am wrong and there is something that should/need to be customized for specific DE.
