Both PSB and PTB are rolling builds, so they update continuously.
PSB tracks the next stable build, while PTB tracks the main development branch.

So far PSB have tracked the R14.0.x series and PTB R14.1.0-development.
With the release of R14.1.0 coming in few weeks, PSB has now switched to track the R14.1.x series, while PTB will switch to R14.2.0-development from next month (May).
At the present time, PSB and PTB are the same, but only for few more weeks.

They are only available for limited .deb based distros.
PSB is extremely stable and could safely be used on a daily basis.
PTB is very stable, but from time to time we need to make changes that may break things for a short while. In that case we usually warn in advance on the ML and as long as you hold back updates till the issue is resolved, PTB is still very usable. With the advent of TGW and pull requests, the number of breakages has highly reduced in the last few years.
