Yup.  Not always, but that will happen every so often, so do expect lumpiness 
in updates.  It completely depends on how much free time the volunteers have 
in their schedule to fix and test stuff.

Also since bullseye is newer, it will get more modifications than buster was 
before you changed from buster to bullseye (assuming you did that).
