Basic language codes are ISO standard - see:
https://www.loc.gov/standards/iso639-2/php/code_list.php

This is due to the fact that states and languages may not always be in 
binding 1:1. For example, Brazilian Portuguese. Therefore, language codes 
are not strictly bound to state codes. The entire language code then is a 
combination of language and state code - such as uk_UA, pt_BR.
