Exactly as Mike says - you don't have to install any desktop environment. 
You can use any standard installation media (the best is netinstall or 
netboot because they are small), run the installation in "Expert" mode and 
in step to select tasks / packages for installation, select that you do 
not want to install any of the desktop environments. You get a bare system 
with a text console, where you then perform steps for TDE installation.
