the resolv.conf is a symlink if you use a subsystem to handle the DNS
entries (network manager or dhclient)
you either put your setting in the subsystem of choice or remove the symlink
and create a static file. The last option will probably couse troubles with
some of these subsystems.
It looks to be too much to change the default DNS addresses. An option I
have, is to plug in a router to the ISP's gateway and input the
Cloudflare DNS addresses into the router. Although if I use it, I lose IPv6.
