If that is assign to do what it does on your system, you could change that in TDE-controlcenter as you probably already know. On my system I have a different combination to cycle through desktops and Ctrl+Tab isn't assigned globally. It works just like you wanted in many TDE-apps. However, eventually it depends on each particular app, AFAICT.
