May be you need some group membership - are you in netdev? Not sure where
this dbus message comes from. I don't
find "org.freedesktop.SystemToolsBackends" 

I also don't find network-admin. I am on Debian and it looks like you are
not. dbus permissions are also set in the /etc/dbus-1
Look there for the service to find out what is causing the problem
