Specifically, it is blinking when you open GEdit, or return focus to GEdit after looking at another window, but if you don't type anything, it stops blinking after about 9 seconds, (9 blinks). Then if you type something, the cursor blinks for about 9 seconds after you stop typing, then it stops blinking.
