I doubt that, see below.

If you have 'lzip' installed, ark works like expected with *tar.lz files 
(when they are genuinely lzip-compressed).

# create lzip-compressed tar archive:
$ tar --lzip -cf Arch.tar.lz *

$ file Arch.tar.lz
Arch.tar.lz: lzip compressed data, version: 1

$ ark Arch.tar.lz & # works

My system:
$ tde-config --version
Qt: 3.5.0
TDE: R14.1.0 [DEVELOPMENT]
tde-config: 1.0
