At this point I don't expect to change anything in configfs below that
would end up breaking lio-utils.

However, targetcli will be moving to the json based configuration format
in the very near future, which means that lio-utils users will be stuck
on the old configuration format.

It's really only a handful of dependencies (once epydoc is excluded)
