LIO-Utils vs targetcli

while I understand lio-utils is deprecated, I wonder if it still
functions well before I _have_ to use targetcli? I'm running 3.8.x
kernel on an embedded iscsi target(not initiator) with a few SSDs as
the storage disks, no need for other advanced features per se.

the reason is that I don't really have all those python dependencies
for targetcli on the iscsi target box at the moment.
