NACK.  There are alot people using iscsi-target TPG demo-mode to allow
all initiators to connect with full R/W using cluster FSes on private
networks. 

It's also quite useful to allow demo-mode when connecting (new)
initiators initially to iscsi-target endpoints, which then can be
converted to explicit NodeACLs + MappedLUNs + per-ACL authentication
credentials as necessary.  Today this can even be done w/o disrupting
service.

Also, tcm_qla2xxx uses these bits to allow FC initiators to login +
retrieve virtual LUN=0 w/ NOT_CONNECTED status.  Otherwise if we reject
the sesssion, some FC initiators are known to go nuts and endlessly loop
(in some cases killing off the client machine) if they can't perform a
FLOGI (Fabric login) -> PLOGI (Port Login to establish se_session) to an
FC target.
