Something in your configuration will be causing them to be mounted. Likely something in fstab or a mount unit etc.

These are super generic devices so it's impossible to say how to stop it happening with out knowing the configuration that triggers it. Of course if you know that config, then you can fix the issue!

If it's in fstab but not "essential" for boot but still desirable, consider adding e.g. nowait or similar as a mount option.
