You can set the job timeout for any target via
JobTimeoutSec=/JobRunningTimeoutSec= in the unit file (or via a
drop-in), see docs for details. With that you can make
network.target/network-online.target jobs timeout eventually allowing
the boot to progress at any time you desire.

Note though that it is usually better to put a timeout on the
individual unit that delays these targets to be reached, rather than
on the targets or the jobs for them themselves.
