Well, there are no users of the arm64 soft_restart() routine yet, so I
don't think it critical to fix it in older kernels.  Custom kernels can
always add this fix and the idmap fix Catalin mentioned into their patch
set.

Kexec for arm64 will use soft_restart(), but kexec is still not merged
upstream yet.
