Hi Greg,

The most straight-forward way of applying this patch and matching upstream
is to first backport 54a43d54 (numa: add a sysctl for numa_balancing).
It should apply cleanly and it was an oversight that the patch was not
included in earlier kernels as the sysctl is documented to exist.
