I suspect that this patch may depend on:

ece23e1239d5 ("net: dsa: implement a central TX reallocation procedure")

Thanks for pointing it out, ece23e1239d5 was taken along with this one
as both were queued together:

Who asked for applying this to -stable?

It came in as a dependency for a different fix, rather than a fix on
it's own.
