On some other Unix systems, the relevant file is called /etc/nsswitch.conf
and the configuration looks something like:

  hosts: files [NOTFOUND=continue] dns

The documentation for that may be in nsswitch.conf(5) (e.g. Linux) or
in switch(4) (e.g. HP-UX).  "man -k switch" may also be helpful.
