Most all of the settings in config.php up to the plugins list would be
better, and please keep them in the format you find there, as that's a
lot easier to read.

The test you ran looks OK-ish, but you should not remove any data -
only replace personal information. Please ensure the very same
message causes the problem you're seeing. Run the same test on a
message that works and look for differences in the reply from the
server.
If you want me to try on a test account, I'll need to have a message
in the account that causes this issue.
