For received messages, SM is a mail client.  You need to do this in
your MTA.  Please refer to its documentation.

For outgoing messages, there is no way to do that currently except
edit the code directly.  Feel free to suggest a hook or configuration
to the squirrelmail-devel list if you think it should be there
(although I've never heard such a request previously).

Mail goes out from SM into the MTA.  If you want the MTA to hold
messages and not send them right away, you'll need to probably make
some heavy modifications of it.  This is not a topic that is
appropriate here.
