Private Keyserver

I was searching the old posts looking for a private keyserver soln (ie,
public keys accessible only my sm users) and came across someone suggesting
Onak as the easiest to install/debian.  I thought that this was a public
keyserver. If it can be used for a private keyserver, how do I set it up so
that it is limited to private use only?
