Hello,
As i read the one.com account page, it has support for both php and mysql.
It is not necessary to use mysql with squirrelmail. It is optional. You
can keep settings, addressbooks etc in text files also. It should work
with default setting. But some plugins might need sql support with
php-pear etc and you have to ask it to one.com administrators if hey have
support for that.
Just upload  squirrelmail directory to your one.com webspace and set
necessary things in web server settings
