The only reason I can imagine they'd say that, beside utter and complete stupidity, is that they have a very convoluted hosting system that will only work with your applications if you use 777 permissions on the application data directories. If you cannot execute the ownership/permission change commands listed therein, you have to ask you host to do them for you.
