According to the patch it should be applied to "functions/strings.php", i.e. "/usr/share/squirrelmail/functions/strings.php" (see also the file "INSTALL" which is included in the Compatibility plugin). I think you should try Compatibility 2.0.9 and not 2.0.4 by the way, since 2.0.4 is more than two years old.
