Does not look like quota issue. It is closer to 100% use of available disk
space. Maybe you can create quotas that leave 100-500 KB of space for
Dovecot system information? Or message delivery should stop when soft
quota is reached.

Contact dovecot and ask them to handle quota issues more gracefully. Your
IMAP server does not allow even basic mailbox operations when user is over
quota. How about allowing to read mailbox and to change message flags
without dropping connection.

SquirrelMail can't delete messages, because IMAP server does not allow
that. When I fixed overquota issues, I've used UW 2004 (system quotas) and
qmail-ldap + Courier-IMAP setups for testing. If I remember correctly
stable dovecot packages did not have quota support in 2006.
