Your IMAP server does not allow even basic mailbox operations when user is over quota. How about allowing to read mailbox and to change message flags without dropping connection. SquirrelMail can't delete messages, because IMAP server does not allow that. When I fixed overquota issues, I've used UW 2004 (system quotas) and qmail-ldap + Courier-IMAP setups for testing.
