qmail-ldap is not cyrus and does not support sieve filtering in standardsetup. Piyush haven't said that he uses sieve filtering.
Automatic INBOX creation is enabled in qmail-ldap compilation. You don'tneed plugin for that. Just send email to user's address or authenticatethrough auth_pop or auth_imap.
