I suspect that you already know where the frame set information is stored,
because you have changed frame border in src/webmail.php.

If top frame stores information which is not linked to interface, you don't
have to make any modifications in SquirrelMail scripts. Just create new page
with frames. Put your page in top frame and SquirrelMail scripts in bottom
frame. Then configure top frame setting in SquirrelMail configuration.
