Toggle All link confusing

We have had several of our users confused about what the "Toggle All"
link actually does. An example case is a user wants to archive their
mail and *thinks* "Toggle All" selects all their messages in a
particular folder not just the messages displayed on the current page.

I can kind of see where they are coming from and wanted to get some
feedback from others on their users behaviors. It is somewhat
misleading that the link "Show All" shows all messages but "Toggle
All" just toggles the current page (the word "All" has 2 different
meanings in this instance). One solution might be simply to change the
link text from "Toggle All" to "Toggle Page". Any feedback is
appreciated.
