SquirrelMail supports multiple address book backends. LDAP backends are
not listed in Address book management page and are only available when you
search for address. In some setups listing of global address book can be
disabled.

Your webmail administrator have enabled some LDAP directory in
SquirrelMail configuration or you have global address book with disabled
listing. This is not a bug. When you search for address, there is a drop
down box that allows to select used address book backend.
