Your system's config is simply telling you that they won't be sub-folders of Inbox. Why do they need to be? The behaviour of folders, sub-folders and Inbox are greatly affected by both the SM configuration that's been entered and the particular IMAP server in use. UWIMAP, for example, won't allow a folder to contain both folders and messages, so new folders therefore can't be sub-folders of message-containing Inbox.
