I cannot answer for Amos, but I would like to clarify delay pools
support status: For some traffic, some delay pools configurations are
probably working OK in Squid v4+. The Squid bug Ahmad has been referring
to is Bug 4913 (Delay Pools don't work for Tunneled traffic):

Alex already confirmed this bug with me, which still needs to be solved
with all squid4.x versions.
Squid 4.x has a bug that accepts the config, but the config has no meaning.
Please, if you have any running squid 4.x that support delay pools, let
me know the version …. I will be thankful.

This is not true unless you built your Squid with pools disabled.
YMMV due to some types of traffic not being able to pool.
