For eCAP, the best place to start, IMO, are sample adapters at
http://www.e-cap.org/ plus answers to various developer questions at
https://answers.launchpad.net/ecap

For ICAP, you need an ICAP server. You should not try to write one IMO.
There are several servers available, including a free c-icap server.
ICAP adapter documentation is specific to the ICAP server you pick.

In either case, you are unlikely to find comprehensive, high-quality
documentation that will tell you exactly what you need to know and guide
you all the way through.
