The basic assumption is that it relates in a way to SSL\ENCRYPTION.
Are you by any chance using this server with ssl peers or any ssl
related settings such as ssl-bump or reverse proxy?
It will help to get the output of:
"squid -v"
and if possible squid.conf.

These warnings are part of an incomplete OpenSSL support extension
in 3.3.9 and are fixed in 3.3.10.
