I do not think anything has changed since the email thread you quoted
was created. The advice there should still be valid:

Ignore the icap_preview_size directive (just like Squid does) and
configure your ICAP server to request the desired preview size in the
ICAP OPTIONS response. Squid should support the preview size requested
by the ICAP server (perhaps up to some internal Squid buffering limit --
I have not checked).
