"http_access allow ..." is an allow line and will never deny anything. It does the exact opposite of what you described "people that are not allowed to visit certain web pages".

The ACL configuration makes it the list of people with *unlimited* access. Absolutely No restrictions beyond supplying the IDENT value correctly. They can even open blind binary tunnels across the proxy with CONNECT (VPN over HTTP? or whatever).
