is it an issue with lack of RAM?

This "FATAL: Cannot open HTTP Port" is from something already using the port or the user you are running Squid as has no permissions to open it (usually if its number is in the reserved services range 0-1024).

This might be the main problem if it is happening during reconfigure or restart operations.

Could be any number of other things though 2.6.STABLE17 is several years old now with many known crash bugs and vulnerabilities.
