Sure, here are the processes after each step that would cause a change:

Step 3:
 1879 ?        Ss     0:00 /usr/sbin/squid3 -YC -f /etc/squid3/squid.conf
 1881 ?        S      0:00 (squid) -YC -f /etc/squid3/squid.conf
 1890 ?        S      0:00 (digest_pw_auth) -c /etc/squid3/digest

Step 5:
 1879 ?        Ss     0:00 /usr/sbin/squid3 -YC -f /etc/squid3/squid.conf
 1881 ?        S      0:00 (squid) -YC -f /etc/squid3/squid.conf
 1890 ?        S      0:00 (digest_pw_auth) -c /etc/squid3/digest

Step 7:
 1879 ?        Ss     0:00 /usr/sbin/squid3 -YC -f /etc/squid3/squid.conf
 1881 ?        S      0:00 (squid) -YC -f /etc/squid3/squid.conf
 2237 ?        S      0:00 (digest_pw_auth) -c /etc/squid3/digest

And the pid file never changed from 1881. Let me know if you want an
strace or anything else.
