acl lan-cc-admins dst 172.20.4.1-172.20.4.20 # CC admins

You realise that "dst" matches the destination website IP right?

The comments indicate that you really want "src" ACL type.

Thank you, it never even occurred to me. I've changed it all to "src" and will be watching how it goes.
