acl lan-staff dst 172.20.5.0/24 # Staff desktops
acl lan-cc-admins dst 172.20.4.1-172.20.4.20 # CC admins

You realise that "dst" matches the destination website IP right?

The comments indicate that you really want "src" ACL type.
