Then the answer to your question is:  maybe. It is possible. By abusing
the Internet and your users.

First; why do you want this?

 Security?  The Squid box is the one making the outbound connection. Any
security settings for stuff going through it should be made in the
squid.conf and Squid box firewall.

 Logging and Tracking? see Squid logs.
