What can you suggest to use with Debian Sarge, Squid Squid 2.7.STABLE7 or 3.0.STABLE23 ? If I decided to pass from Squid 2.7 to to new 3.0, I need to modify all squid.conf again or I can easily move old file to new version ?

3.0 and 2.7 relationship does not exactly fit the concept of either being 'newer'. They are parallel releases. Either one is just as good, depending on your needs.

The difference and story of why 2.7 even exists is covered in http://wiki.squid-cache.org/Squid-2.7 and the details of whats available in 3.0 is covered by http://wiki.squid-cache.org/Squid-3.0

You would need to modify a few things, but not a huge amount.
