Although you didn't provide your disks' size(s), I'd advise also increasing
on-disk cache size, 1G as the above is really small.

increase the disk cache first, then play with cache_mem. The disk cache eats
some memory too and you shouldn't run out of the 4GB and should leave some
memory for disk cache too.
Also note that squid-2 is not very effective when having huge cache_mem
because of linear searching for memory-cached object.
