I assume you are using Wireshark to watch traffic between your squid box 
and the internet... In which case, if you look at the replies for files 
you think are cached, they should have a status response of 304 (Not 
modified). This is perfectly normal... It's how Squid knows if it's got 
an up to date copy or not.
