I ran into this as well when I upgraded from 2.6 to 3.0 (stable10) and tried converting from icp to htcp in the process. Squid would start up, go for a little while, and then die in less than 2 minutes. I resolved this by adding 'no-query' to my cache_peer sibling statements (in effect, turning off intercache communication).
